Only SNEA(I) and AIBSNLEA have been extended Trade Union Facilities by BSNL Management: Only Two Executives Associations – Sanchar Nigam Executive Association (India) and All India BSNL Executive Association in BSNL have been extended the same trade Union facilities to their Office Bearers granted like -

  1. Immunity from Transfer,
  2. Special C/L for attending Meeting (CHQ/Circle/District Level)
  3. Notice Board
  4. Telephone Facility

which are available to them during Department of Telecom era because BSNL yet to frame Rules/Guidelines  regarding recognition to Association of Executives in BSNL, till then the Govt. guidelines issued on the functioning of service associations are applied in BSNL vide circular letter  No.10-12/87-SRT dated 5th May 1987 issued by Department of Telecom.
AIGETOA has neither been granted recognition nor extended any Trade Unions Facilities to their Office Bearers by BSNL Management and also Office Bearers of AIGETOA are not invited for regular meeting by BSNL Management.

Circle Secretary and his team of SNEA (I) Bihar Circle continuously visited different SSAs- Bettiah, Motihari, Hajipur, Muzaffarpur, Arrah, Munger, Bhagalpur for conducting GENERAL BODY MEETING of Executives under “Employees Awareness Program”   in “Customer Delight Month- May & June-2011” and identified very crucial issues related to EPF of BSNL recruited Executives and committed to resolve within three months-

    • 1. Provision of pending Year wise EPF Balance Sheet of All Executives working in Field SSAs/Units immediately.
    • 2. Provision of pending Transfer of EPF accounts, if Executives transfer from one SSAs/Units to other SSAs/Units.
    • 3. Provision of single EPF accounts of BSNL recruited Executives in whole Bihar Circle, so that hassle frees maintaining EPF A/C even under intra-circle transfer of Executives.
    • 4. Removal of Anomaly of Employee Pension Fund (EPS) contribution.
    • 5. Formation B.S.N.L. EMPLOYEES PROVIDENT FUND TRUST RULES like wise in MTNL for resolving EPF issues of BSNL recruited Executives/Non-Executives.

      All District/Branch Secretaries are requested to arrange for sending EPF issues of Executives belongs to your District/Branch on or before 15th July 2011, so that the summary report will be compiled in the month of July 2011.

JTO to SDE DPC, Judgment in favor of BSNL, now No Stay, NO Status Quo, Great Victory for SNEA: Today  in Hon'ble Chennai CAT vacated stay order in  the OA No.1358/2010 regarding JTO to SDE promotion (SC/ST roster) and it  has been favorably disposed OFF in favour of BSNL Management,

27th June 2011 No decision yet on offering VRS to BSNL employees: Loss-making telecom PSU BSNL has said that no decision has been taken so far to offer voluntary retirement scheme (VRS) to its employees who are nearing the age of retirement.
The Telecom Ministry is understood to have asked BSNL to reduce its workforce by 50,000 as one of the measures to become profitable.

(1) Growth & Development of BSNL Bihar Circle

(a) BSNL Bihar Circle turns around PROFIT making Circle in FY 2011-2012.
(b) Increases of Revenue from customer acquisition in different Services with guaranteed Service Quality.
(c)  Increases of Revenue through maximum Telecom Network Availability i.e. BTS/Telephone Exchange/OFC etc.
(d) Curtailment of wasteful/unproductive expenditure.
(e)  Proper deployment of Human Resources according to Key Performance Area (KPA) for increasing Revenue.

(2) HR issues of Executives working in Field Units:
     (a) HR issues related to Executives at SSAs Level: Pending Medical Claim, Pending LTC/TA Claim, and Pending Fixation of Pay after getting either Functional/Time Bound Scale Promotion, Pending APAR to be sending to Circle Office from SSAs, Pending Uptodate Service Record in Service Book, and Pending EPF Balance Sheet of BSNL recruited Executive from long time.

     (b) HR issues related to Executives at Circle Level: Pending lot of cases for Time Bound Scale Promotion of Executives after due date lapses more than year-by-year, Left out cases of Officiating promotion from JTO(T) to SDE(T), Process should be start for Officiating promotion from SDE(T) to DET & DET to DGM(T) against vacant post, Pending Vigilance Cases after submission of IO Report etc.

     (c) HR issues related to Executives at CHQ Level:
            (i) Finalization of E2 and E3 scales for JTOs and SDEs and in the mean time Pre-revised IDA scale of 9850-14600 immediately implemented for JTOs of 2007 and 2008 batches.
           (ii) Regular promotion of JTO (T) to SDE (T) against 8000 vacant post of SDE(T) under LDCE/seniority-cum-fitness quota. Stand of SNEA(I) for the conduct of LDCE and the pending court cases against JTO (T) to SDE (T) promotion. Discussed about the Implementation of DOPT guidelines in BSNL and its impact. If the vacant 8000 vacant post of SDE(T) will be filled by seniority-cum-fitness quota or by LDCE then almost all upto  2005 batch JTO (T) will be promoted to SDE(T).
           (iii) Adhoc promotion from SDE (T) to STS against 2000 posts of STS and from Regular STS to Adhoc JAG against 260 posts of JAG.Regular promotion from Adhoc STS to Regular STS without conducting further DPC.

23rd June 2011 Pay anomaly of JTO 2007 & 2008 batch and pay scales of JTOs and SDEs: GS and both AGSs met PGM(FP), Chairman of the Committee on this issue. Chairman informed that the committee recommended to try once again for E1A and E2A scale with DOT. We told that DoT already turned down this proposal and as per DPE guidelines, no intermediate scale can be approved. On the very purpose for which the committee constituted, to recommend suggestions to overcome the existing pay anomaly, surprisingly committee made no recommendations. SNEA(I) clearly told that extending E2 and E3 scales are the only viable solution to resolve this issue which will make very small financial implications. On this, Chairman told that there will be huge financial implications as per the data prepared by the committee as the entire scale has to changed from E1A -- E6 to E2 -- E7. SNEA(I) pointed out that this was not our demand and to scuttle the genuine demand of E2 and E3, Management come up with the argument that the entire scales are to be upgraded. Moreover the data prepared earlier was not at all correct and the same was pointed out earlier also. Further we pointed out that in the case of senior management, Addl GM and GM are kept in the same scale and Sr GM and CGM/PGM are kept in the same scale. In a similar method, SDE/AO and Sr SDE/ Sr AO can be retained in the same E3 scale till pension contribution issue is resolved as Sr SDE/Sr AO is not a functional post.  
23rd June 2011 Meeting with DIR(HR) and Sr. GM(Pers):

GS and both AGSs met DIR(HR) and discussed:

a) SDE to Adhoc DE promotion: GS requested to take immediate action for promotion to around 2000 vacancies in DE cadre. DIR(HR) immediately directed Sr GM(Pers) to start the DPC process.

b) Adhoc promotion to JAG: DIR(HR) informed that he was very much eager to complete the process but due to opposition from some section, it was not able to complete it in time. The VC also expired on 22.06.11. GS explained that in Accounts side, Executives are getting uninterrupted promotions to JAG also but unfortunately in engineering side due to once reason or the other, promotions are getting held up due to one reason or other.  DIR(HR) assured that he will take a final decision at the earliest after discussing the issue with CMD also.

c) Change of designation on Time Bound Promotions: GS explained that the process started long back and the views of the Assns also given. The same was already implemented in Group A posts. Further it is extended to the unabsorbed Group A officers also (only designation). But the same was not implemented for the Executives from JTO onwards.

d) Regular promotion to STS: Since Chennai CAT restrained BSNL from operating SDE seniority list, the DPC for Regular STS could not complete. The VC for the same also will expire on 24.06.2011. GS requested DIR(HR) to simplify the Regular DE promotion process. GS suggested that no DPC is required for Adhoc DE to regular DE promotion as already they are promoted to the same post by a DPC and there is no change in the bench marks.

Later SNEA(I) met Sr GM (Pers) and discussed the same issues. He assured that immediate action will be taken to call for the ACRs for SDE to DE promotion after getting approval from the competent authority.

22nd June 2011 JTO to SDE promotion case at Hon Chennai CAT on JTO seniority : The case came up today i.e. 22nd June2011 and adjourned to 13th July, 2011.

The judgment on the other SC/ST roster case: Arguments completed on 17th June2011 and judgment reserved.

22nd June 2011 JAC CHQ proposals regarding New Telecom Policy: The New Telecom Policy announced by the P.V.Narasimha Rao Government in 1994 and the New Telecom Policy 1999 announced by the Vajpayee Government were aimed at increasing the exploitation of the fast
growing telecom sector in India by the combination of Indian and foreign big capitalists. As a result of these anti-people NTPs, despite the tremendous increase in the number of telephone connections(land line and mobile) from 1.53 crores in 1997 to 78.72 crores on 31-12-2010, the indigenous production of telecom equipment, Research and Development in telecom technology came almost to a
halt, and the mobile technology and equipment is being purchased entirely from foreign manufacturers like Nokia, Ericsson, Samsung, Motorola, Huwaei, ZTE etc. The premier Indian Industries in telecom manufacturing sector like ITI, HCL etc have become sick and the Indian R&D institutes like C-DoT were virtually killed due to the Government’s negative attitude.
Despite the tremendous increase in the number of telephone subscribers by almost 51 times during the period 1997 to 2010 December, the number of regular employees in telecom sector (including production and services sector) decreased considerably. There is increase in the contract/casual and other low paid jobs indicating the increasing exploitation of the labour power.
In the interest of the security of the country and in the interest of equitable development of telecom services in all areas including the rural and backward areas and making modern telecom services available to all sections of the people including the poor in rural and urban areas, it is necessary to continue BSNL and MTNL in Public Sector and to strengthen them.
The combined attack of Indian and Foreign big capitalists is continuing on BSNL, MTNL, ITI, HCL, C-Dot etc with the whole hearted support of the Government. The aim is to loot the telecom sector, and obstruct self reliant development . Indian Government is bent upon encouraging the foreign capital in Indian telecom sector and the big Indian telecom private companies like Airtel to acquire companies in other countries and not caring for self reliance in the development of Indian telecom sector.

Joint Action Committee CHQ submit their veiw on the New Telecom Policy 2011 should include the following important points in it:

a) The policy should treat the telecom PSUs in manufacture, services and R&D sectors as the primary vehicles for achieving self sufficiency in telecom equipment production and for equitable development of telecom services and for dependency in case of emergencies and for national security.

b) The indigenous telecom equipment manufacturing PSUs like ITI, HCL, and the Telecom Factories in BSNL should be encouraged. It should be made mandatory for the telecom services companies in Public Sector(BSNL, MTNL) and in private sector( Airtel, Vodafon Essar etc) to place orders to these indigenous manufacturing companies for procuring the equipment required for expanding their networks. The Indian Products [with Indian IPR(Intellectual Property Right), Design and manufacture in India] should be encouraged and not simple Indian manufacture without IPR. The R&D should be in Government undertakings like C-DoT, TEC, ITI, BSNL, MTNL etc for which the Government should provide adequate funds.

c) To acquire the latest telecom technology, these indigenous manufacturing companies may be allowed to have technical collaboration with foreign companies with the condition of technology transfer without foreign equity participation. The Indian manufacturing companies can develop this acquired technology by doing further research and development on it. Such indigenous research and development in telecom
technology should be encouraged by the Government.

d) All the telecom service companies should be directed to maintain their telecom network by themselves without outsourcing it to the foreign equipment manufacturing companies. This is required in the interest of the security of the country. The foreign equipment vendors should transfer their technology to Indian entities and also should deposit their source code in escrow account, in the interest of security of the country.

e) The private telecom equipment manufacturing companies and the private telecom service companies should implement trade union rights and avoid the exploitation of workers. The wages of the workers in these private companies should be decided through collective bargaining.

f) FDI should not be allowed in telecom sector.

g) There should be no disinvestment/outsourcing/unbundling in telecom PSUs viz. BSNL & MTNL.

h) BSNL should be exempted from payment of license fees since it is providing landline services to the rural areas as well as in urban areas incurring losses. The land line network should be recognized by the Government as a valuable asset of the nation. For the present it is unavoidable for the landline network to incur losses. But once the broadband services are extended in large scale utilizing the landlines, these losses will get reduced and even profit will be there. Till then BSNL and MTNL should be exempted from paying the license fees.

i) No spectrum fees should be collected from BSNL and MTNL. The amount of Rs 18500 crore collected in the name of 3G and BWA spectrum charge should be refunded to BSNL. Similarly the amount collected in the name of 3G and BWA spectrum fee should be refunded to MTNL.

j) By adopting the public-public participation system, all the Central/State Government Departments/undertakings should be directed to meet their telecom services requirements from BSNL/MTNL only.

k) Instead of behaving bureaucratically and acquiring the fraudulent culture of the private sector, the BSNL / MTNL Management should act as the managers of the Public Sector which is meant for serving the people
of the country, with a social outlook. Therefore the management should work for extending modern telecom services including broad band internet services to all sections of the people , including those in rural and backward areas at cheaper rates. At the same time they should compete with the private telecom service companies in extending the modern high end telecom technology and services to the Corporates and high income subscribers in order to earn profits. They should encourage the employees to work effectively for both these purposes. The ITS officers acting as managers of BSNL and MTNL at all levels, should get themselves absorbed in BSNL/MTNL and take full responsibility for developing BSNL/MTNL.

l) The private telecom companies, whether in production sector or in service sector, should implement SC/ST/OBC reservations in employment and contribute for social justice.

m) There should be a national wage policy for the entire telecom sector covering both Public Sector and Private Sector including for the casual and contract workers and also equal wage for equal work. The trade union rights should be implemented in private telecom companies also.

n) The amount swindled by the private telecom operators in 2G spectrum scam should be collected by the Government and their licenses should be cancelled. The merger and acquisition policy should not be for enabling trade in license and spectrum by the unscrupulous players quick profits.

Good News for JTOs of Bihar Circle who applied for Transfer under Rule-8: It is learned that the case of all 5 (Five) JTOs has been approved by CGMT Bihar Circle for accommodation letter send to respective Circle where applied for Transfer under Rule-8. Now accommodation letter will be send to respective Circle within couple of days.  Our sincere thanks to CGMT & GM (Admn/HR) Bihar Circle for their earnest help.This issue personally take up by Circle Secretary with Circle Administration and already committed in meeting during District Conference of Bettiah, Motihari, Hajipur, Muzaffarpur, Aarah and ultimately getting success in First Step.

14th June 2011 Special Report on District Conference of SNEA(I) AARAH SSA on 10th June’2011: In the presence of Large number of strong-willed, energetic and vigilant SNEA(I)  members of  Aarah SSA, the grand  General Body Meeting of SNEA(I)  Aarah SSA was held  under the president ship of Com. S.N. Singh  from 15.00 Hrs to 18.00 Hrs on 10th June 2011 at Conference Hall, Telephone Exchange, Aarah. Galaxy of senior leaders of SNEA (I) Bihar Circle attended and addressed the General Body Meeting including:

Circle Secretary Com. Ratish Kumar thanked all SNEA (I) Office Bearers of Aarah for their efforts in increasing membership of Association in Aarah, welcomed all new members into SNEA (I), assured full support from Circle Body of SNEA (I).
Com. Ratish Kumar/ CS, who made aware house about the latest activities of SNEA (I), challenges faced by BSNL Bihar and the HR related issues like Time Bound Scale Promotion of Executives within time frame, Promotion of JTOs, SDEs and DEs (Officiating/Regular/LDCE), EPF related issues of BSNL recruited JTO, Transfer case under Rule-8 of BSNL recruited JTO, pay anomaly of 2007 & 2008 batch JTOs, Financial viability of BSNL etc.
He elaborately stressed on the standard E2 & E3 pay scales for JTOs and SDEs and also for placing the JTOs of 2007 & 2008 batches in pre-revised IDA scales of 9850-250-14600 till standard E2 & E3 pay scales are finalised. He narrated all court cases with the status of these cases of JTO to SDE ,SDE to DE, Adhoc STS to REG STS and explained how If there was no Court Case regarding JTO to SDE promotion under LDCE/seniority quota, almost all the JTOs upto 2002 year (for about 8000 vacancies- 5000 under LDCE & 3000 under seniority-cum-fitness) would have got their promotion to SDE cadre by this time.
He explained role of SNEA(I) Bihar Circle under JAC Bihar for withdrawal of proposal sent by CGMT Bihar Circle to BSNL HQ regarding 40% salary deduction and equivalent amount diverted into operational heads.
He also elaborate the ACTION PLAN submitted by SNEA(I) under JAC Bihar for proper deployment and utilization of experienced, expert and technically sound human resources in Bihar Circle for avoiding wasteful expenditure in the name of outsourcing of works like Installation, Maintenance, AMC etc, so that our circle converting into profit making circle. He also made appeal to Executives for making strong home(i.e. our company BSNL) under which we are live in safe mode. 

Circle Secretary stressed upon commitment of SNEA(I) Bihar Circle for resolving of very crucial issue of EPF and the balance-Sheet delivered to each and every executives within three months and also cleared all pending Rule-8 transfer case  in Bihar Circle.
CWC Member Com. Ramesh Kumar made very impressive speeches conveying how SNEA(I) Bihar committed for all HR related issues  of executives and explain effort made by SNEA(I) for releasing the Officiating promotion of 68 JTOs to SDEs after a prolonged pending issue even after vacant post of 75 SDEs were available in Bihar Circle since last two years. He also raised the another prolonged pending issue related to EPF balance sheet and assured that SNEA(I) Bihar Circle committed to resolve within three months after receiving each and every case received from sufferer executives. He narrate SNEA(I) demanding the proper utilization of Human resource and avoiding wasteful expenditure in the name of outsourcing of Broadband/BTS/OF Cable Maintenance in Bihar Circle.
Special invitees Com. Vinay Kumar Singh, Com.Arun Kumar, Com. Vimal Prakash Ranjan, Com. Santosh Kumar also attended the meeting.   

Interactive session was held in which members expressed their opinions/suggestions and raised some of queries/doubts on various HR and development agenda and reply of all the queries/doubts were given by our Circle Team alongwith CS.

Mishra  from 11.00 Hrs to 14.00 Hrs on 11th May 2011 at Telephone Exchange, Motihari. Galaxy of senior leaders of SNEA (I) Bihar Circle attended and addressed the General Body Meeting including:

14th June 2011 Special Report on District Conference of SNEA(I) BETTIAH SSA on 10th May’2011: In the presence of Large number of strong-willed, energetic and vigilant SNEA(I)  members of  Bettiah SSA, the grand  General Body Meeting of SNEA(I)  Bettiah SSA was held  under the dynamic president ship of Com.S.S. Srivastava  from 15.00 Hrs to 18.30 Hrs on 10th May 2011 at Telephone Exchange, Bettiah. Galaxy of senior leaders of SNEA (I) Bihar Circle attended and addressed the General Body Meeting including:

All the speakers appreciated the courage and working of SNEA (I) Bettiah, assured full and total support in strengthening the organisation in Bettiah and resolving all cadre related issues.
DS PTD Com. Sanjay Kumar, DT Com. Arvind Kumar made very impressive speeches conveying cooperation and assistance of all sorts on behalf of their District, Shared experiences of their districts and Conveyed Thanked Bettiah body for inviting them. 
Circle Secretary Com. Ratish Kumar thanked all SNEA (I) Office Bearers of Bettiah for their efforts in increasing membership of Association in Bettiah, welcomed all new members into SNEA (I), assured full support from Circle Body of SNEA (I).They also expressed serious concerns over poor quality of GSM services, held management totally responsible for their failure to pull vendors for serious lapses and instead they are involved only in demoralizing working executives.
Com. Ratish Kumar/ CS, who made aware house about the latest activities of SNEA (I), challenges faced by BSNL Bihar and the HR related issues like Time Bound Scale Promotion of Executives within time frame, Promotion of JTOs, SDEs and DEs (Officiating/Regular/LDCE), EPF related issues of BSNL recruited JTO, Transfer case under Rule-8 of BSNL recruited JTO, pay anomaly of 2007 & 2008 batch JTOs, Financial viability of BSNL etc.
He also appealed members to come out in open to expose the wrong doings of management which hampers the growth of BSNL specially nexus between vendors, suppliers and management top officers.
He elaborately stressed on the standard E2 & E3 pay scales for JTOs and SDEs and also for placing the JTOs of 2007 & 2008 batches in pre-revised IDA scales of 9850-250-14600 till standard E2 & E3 pay scales are finalised. He narrated all court cases with the status of these cases of JTO to SDE ,SDE to DE, Adhoc STS to REG STS and explained how If there was no Court Case regarding JTO to SDE promotion under LDCE/seniority quota, almost all the JTOs upto 2002 year (for about 8000 vacancies- 5000 under LDCE & 3000 under seniority-cum-fitness) would have got their promotion to SDE cadre by this time.
He explained role of SNEA(I) Bihar Circle under JAC Bihar for withdrawal of proposal sent by CGMT Bihar Circle to BSNL HQ regarding 40% salary deduction and equivalent amount diverted into operational heads.He also elaborate the ACTION PLAN submitted by SNEA(I) under JAC Bihar for proper deployment and utilization of experienced, expert and technically sound human resources in Bihar Circle for avoiding wasteful expenditure in the name of outsourcing of works like Installation, Maintenance, AMC etc, so that our circle converting into profit making circle.

Circle Secretary stressed upon commitment of SNEA(I) Bihar Circle for resolving of very crucial issue of EPF and the balance-Sheet delivered to each and every executives within three months and also cleared all pending Rule-8 transfer case  in Bihar Circle.

Interactive session was held in which members expressed their opinions/suggestions and raised some of queries/doubts on various HR and development agenda and reply of all the queries/doubts were given by our Circle Team alongwith CS. 

Existing District Body was dissolved and new team of office bearers was elected unanimously according to which Com. L.B. Rajak as District President ,Com. Man Singh Patel as District Secretary and Com. Mukesh Kumar as District Treasurer.

Com. Ratish Kumar and his team on behalf of SNEA(I) Bihar Circle Congratulated newly elected office bearers of SNEA(I) Bettiah, wished them Best of Luck and assured full total committed support in resolving HR and development related issues of executives of Bettiah. 8th June 2011 Meeting of the National JAC with CMD BSNL on 8th June 2011 : A meeting of the Joint Action Committee leaders with Shri R.K.Upadhyay, CMD BSNL was held on 8th June 2011. The following issues were discussed in connection with the development and expansion of BSNL and its services:

(a) 1.6 lakh Broadband / Internet connections to Department of posts :The JAC leaders wanted that the proposed project of the Department of Posts for providing 1.6 lakh broadband / internet connections to rural and urban areas be got entrusted to BSNL for implementation since the latter has got the infrastructure/connectivity to provide the same through out the country. They also suggested that the management should try to get it through negotiated settlement as in the case of Income Tax, SBI etc. CMD stated that all efforts are being made by BSNL to get the order from the Department of Posts through the process of negotiation based on the cost-plus basis. A meeting was held by the Communications Minister attended by BSNL and Dept. of Posts. However, the Dept. of Posts went for a tender as per which the BSNL can not participate directly. BSNL is trying to get the work by becoming a party in the work order for providing connectivity. JAC leaders stated that they are also trying to get the order on negotiated basis and for this purpose is in contact with the recognized union in Dept. of Posts.

(b) Procurement of equipment and materials : JAC leaders pointed out to the CMD about the acute shortage of modems, cables and mobile lines in the field levels and wanted that these are supplied urgently. CMD assured that orders will be placed within a week for procurement of modems. The case of manufacturing modems in Telephone Factories is being examined as suggested by the JAC. Regarding equipments /instruments and other materials, the tender will be finalized early. Regarding mobile lines tender, all efforts will be made to overcome the hurdles and objections and emergency procurement will be done on that basis.

(c) National Broadband Network Plan : JAC wanted that laying of the National Optic Fiber Network (NOFN) be got  entrusted to BSNL. CMD informed that the work is being entrusted to the PSUs viz. BSNL, Railtel, PGCIL etc. which have got sufficient infrastructure.

(d) Retention of buildings / vacant sites by DOT : JAC requested CMD BSNL that the recent orders issued by DOT retaining BSNL assets like certain buildings and vacant sites is unfair and has got to be cancelled. CMD informed that the case has already been represented to the DOT.

(e) BSNL/ Telecom / P&T co-operative Societies as Direct Selling Agents : The suggestion of the JAC to entrust the BSNL / Telecom / P&T co-operative Societies as Direct Selling Agents (DSA) of BSNL was accepted by the CMD and orders will be issued to that effect.

Due to lack of time, the other issues raised by the JAC will be discussed tomorrow, 9th June 2011.

(i) ITI wants to reduce revenue from BSNL and MTNL : ITI, the loss-making state-run telecom equipment manufacturer, is working out ways to reduce dependency on BSNL and MTNL, the largest customers of the company. This has been necessitated by a significant drop in the revenue contribution from these companies during the financial year 2010-11, K L Dhingra, CMD of ITI Ltd told Business Standard.

(ii) Before Raja, Maran too looted BSNL: At a time when former telecom minister A Raja is being blamed for causing a colossal loss to the national exchequer by fraudulent distribution of scare spectrum, it has emerged that his predecessor Dayanidhi Maran too looted the BSNL by taking undue advantage of his position.

8th June 2011 JTO to SDE DPC, Chennai CAT, next date of hearing 13-06-2011 : The JTO to SDE (SC/ST roster) promotion case at Hon'ble Chennai CAT is adjourned to 13.06.11 and inter say seniority case adjourned to 22.06.11.
8th June 2011 DPC for Adhoc Promotion to JAG : GS and AGS Com. Khan met Director (HRD), Shri A.K.Garg regarding adhoc promotion to JAG. In the meeting it was emphasized that the promotion is badly delayed for one reason or the other. The present vigilance clearance of the officers to be promoted is also going to expire on 22nd June  ’11 and there are no reasons for  the delay as DOT and Hon’ble Courts have time and again clarified on the matter.
Director (HRD) was considerate on our request for promotion at the earliest and assured that he will try to sort out minor hindrances by the end of this week. We sincerely hope for an amicable solution to the issue and expect promotions as early as possible.
6th June 2011 JTO to SDE DPC, Chennai CAT status Quo continues, next hearing on 8th June 2011:   The case regarding roster maintenance in JTO to SDE promotion was listed on 6rd June 2011 in Hon’ble Chennai CAT. The case is now listed on 8th June ’11 for final argument.

The meeting unanimously resolved to organise National Seminar at Bangalore in the month of July 2001.

The meeting further resolved that step by step opposition of the working people should be built up against

2. Destruction of BSNL, MTNL and Air India
3. Privatisation of the most profitable creamy areas in the power sector through Franchsing and MOU route.
4. Building of private and multinational monopolies
5. Weakening of the public owned financial sector.
6. Sudden reversal of Nuclear Power Policy in favour of import of untried and untested large size nuclear reactors

The meeting was also addressed by Dr A. Gopalakrishnan- Former Chairman, Atomic Energy Regulatory Board- GOI.

On behalf of SNEA (I) Bihar Circle, We are extremely thankful to Hon’ble CGMT, GM (Admn/HR), DGM(Admn), DGM(Vig), AGM(Admn), ADT(Vig), ADT(Staff) and the entire staff Admin Section for issuing the Officiating Promotion Order from JTO(T) to SDE(T) and SDE(T) to DET(STS).
Mega Officiating Promotions from JTO(T) to SDE(T) in these large numbers (Total=68) have created history and all our young Executives (2001,2002 & 2005 batch JTO) retained in same place of posting without disturbing their establishment in Office as well as family Life. Unfortunately some few cases of request transfer were not considered in this promotion order but as assured by Circle Administration, all request transfer will be considered in future. Don’t be hopeless.

3rd June 2011 Officiating Promotion from JTO(T) to SDE(T) in Bihar Circle: DPC for Officiating promotion of JTO(T) to SDE(T) completed today and promotion order to be issue on 4th June'2011 for 68 JTO(T).This mega officiating promotion order are awaited since more than two years in Bihar Circle and really remarkable achievment of our Association after consistent and untiring effort with Circle Administration.
Most of our young Executives are getting First Functional Officiating promotion in their career after 8 to 9 years.

DPC for Officiating promotion of SDE(T) to DET(STS) completed today and promotion order to be issue on 4th June'2011 for 9 SDE(T). After stay vacation on BSNLMS RR by Chennai CAT, SNEA(I) Bihar Circle continuosly persued with Circle Administration for issuing Officiating Promotion Order of DET(STS) and ultimately succeed in their efforts.
3rd June 2011 JTO to SDE DPC ,Chennai CAT status Quo continues,next hearing on 6th June 2011:The case regarding roster maintenance in JTO to SDE promotion was listed on 3rd June 2011 in Hon’ble Chennai CAT. BSNL has filed all the relevant papers relating to case in the Court today but the case could not be heard due to non availability of the judicial member.  The case is listed again on 6th June ’11.
2nd June 2011 Performance Monitoring of Territorial Circles/ Metro Districts: Incentivizing Performers/Dis-incentivizing Non-Performers- BSNL operating in a hyper competitive sector, so that essentially follow a profit-Centre Approach for our various units and to have a focused orientation towards monitoring the Revenue Performance, Top Lines/Bottom Lines of Various Circles.

2nd June 2011 Customer Delight Month extended for June, 2011:The National JAC in its meeting held at New Delhi on 30.05.2011 has decided to extend the “Customer Delight Month” for one more month, i.e. for the month of June, 2011 also. Already JAC CHQ are getting very good report from various circles regarding the successful implementation of the Customer Delight Month. Grass root level workers are being involved in the improvement of quality of service as well as improvement of customer relation. National JAC leaders have visited the circles of Himachal Pradesh, Punjab, Haryana, Gujrat, Rajasthan,UP (West), Uttaranchal and Madhyapradesh to motivate the workers for the successful implementation of Customer Delight Month. Shortage of materials for maintenance of service has already been taken to the notice of the top management and necessary redressal measures are being taken up. Under these circumstances, comrades are requested to ensure a full-throated implementation of the Customer Delight Month in the month of June, 2011 also.

1st June 2011 SNEA(I) takes pride in the rare feat achieved by its member: Our SNEA member Sri D.Ramesh Kumar SDE (GSM-MSC), Vellore (+919443200799) has done a very marvelous achievement and a very big savings to our beloved Company.

As per the DoT guidelines, MNP had to be implemented in the entire Network before 31.08.2010. When there was an instruction from BSNL to make all the Network Elements in BSNL compatible for the MNP rollout across the country, Nortel vendor did not come forward to make the Nortel GSM Switches MNP compatible, citing some reasons. Nortel switches are functioning in South and east zones. Under these circumstances, BSNL was in a tight corner and started issuing instructions to arrange for diverting the Nortel traffic to Huawei/NSN make MSCs/GMSCs on immediate basis, so as to make GSM network of South Zone MNP compliant at the earliest. Obviously, to cater for the diverted traffic, expansion of Huawei / NSN switches would be inevitable in many places.

Shri D.Ramesh Kumar  SDE(MSC) of Vellore MSC, thought that there would be a gross loss to BSNL in investing for the expansion and also the loss that would be incurred by closing down of 22 Nortel switches across South Zone. Moreover, it would be difficult to adhere to the DoT deadline. To tide over these, he started exploring the Nortel Switch in depth and studied various applications available in it. Without any help from any source including Nortel, he succeeded in configuring the Nortel Switch MNP compatible after a long battle. There were lot of hurdles in every step of  various call-type  processing scenerios , SMS, CDR genererations etc., which were addressed by him successfully. The entire process was explained in a high level meeting with all concerned and it was accepted and approved.

Later, incharges of Nortel Switches across South zone attended the meeting convened in Vellore. They were explained of the complete method of procedure of how to go about implementing MNP in Nortel Switches. All the participants were distributed with a hand-out about this. In the days that followed, Mr Ramesh Kumar was contacted frequently from all Nortel switches during implementation for guidance.

The end result is that all the 22 nortel switces in SZ were made MNP compatible without any expenditure or suffering any loss by the company.

Our member has saved Rs. 24,57,00,000/- by way of avoiding expansions, and prevented loss of Rs. 81,72,00,000/- by way of preventing closure of Nortel switches in South Zone.

Does he not deserve a big pat?
